Machinists Local Lodge 1781



Pursuant to a voluntary compliance agreement dated November 20, 2020, with the U.S. Department of Labor, Machinists Local 1781, will conduct a new election for two (2) Member-at-Large offices and one (1) Trustee office, under the supervision of the Secretary of Labor.  The term of office is for the remainder of the unexpired term, which will end on January 11, 2023. 


The Office of Labor-Management Standards (OLMS) of the U.S. Department of Labor is responsible for assuring that the election is conducted in accordance with Title IV of the Labor-Management Reporting and Disclosure Act of 1959, and insofar as lawful and practicable with the International Association of Machinists and Aerospace Workers Constitution (January 1, 2017) and the Machinists Local 1781 Bylaws (October 1, 2017)



Candidate Eligibility.  Local 1781 Bylaws, Article V, Section 1 states, “No member shall hold or run for office, delegate to any convention or standing committee unless his dues are paid up to date.”  Section 2 states, “No member shall be eligible for office or serve as delegate to any convention, conference or meeting who has not been a member of the IAM and this Lodge for one (1) year or longer and has not attended at least fifty percent (50%) of the regular meetings of the Lodge, held in the twelve (12) months prior to the close of nominations in order to serve as an officer, auditor or delegate.  Members who are serving as full-time representatives of the District or Grand Lodge will be exempt.”  The membership meeting requirement for candidacy will be suspended for this election, but the candidate must be in good standing for at least one year from the nomination meeting date. 


Nomination Meeting.  Nominations will be accepted from the floor at a membership meeting at the date, time, and location below.  Any active, probationary, or retired member in good standing is eligible to nominate candidates from any work unit.  Self-nominations are permitted, and seconds will not be required.  Due to the COVID-19 pandemic masks are required, social distancing will be observed, and temperatures of attendees will be taken.

Absentee/Written Nominations.  Members who: (1) reside more than 25 miles from the designated nomination meeting, as determined by internet driving distance; or (2) are at work during the times of the local lodge nominations or balloting; or (3) are confined because of illness or injury including concerns related to attending the nomination meeting in person due to COVID-19; or (4) are on leave qualifying under family leave law; or (5) are working members on vacation or retirees more than 25 miles away from their residence on election day; or (6) are on official IAM business; or (7) are on employer travel assignment; or (8) are on military leave, may nominate by absentee nomination. 


Nominating members must be in good standing.  Eligible members needing an absentee nomination form may request it from the shop steward of their department or the election supervisor at the address, email, or phone number below.  If you do not receive a response to your request for an absentee nomination form, call Jack De La Torre at (415) 625-2439.  If found not eligible to nominate, members will be sent notification within two days after receipt of the nomination.  Nominations may be submitted on the enclosed Absentee Nomination Form, or a letter including the same information, and submitted by mail to Election Supervisor Jack De La Torre at P.O. Box 643, Hollister, California, 95024, or by email to delatorre.jack@dol.gov, or by fax to (415) 625-2439.  Please call Jack De La Torre at (415) 625-2439 to confirm receipt of your nomination(s).  Absentee nomination forms must be received by the Election Supervisor by 11:00 a.m. by mail, at the above address, or by 2:00 p.m. by email or fax on January 12, 2021. 


Acceptance of Nomination.  The nomination should include the candidate’s name and phone number, name and phone number of the nominator if applicable, and office to which nominated.  Self-nominations will also be considered acceptance forms. 


Candidate Meeting.  A meeting for interested candidates will be held at the Local 1781 Union Hall immediately after the nomination meeting.  Topics will include campaign rules, inspection of the Local 1781 membership list, distribution of campaign literature, and observer rights.  Election rules and other information will be mailed to candidates who are unable to attend the meeting. 



Due to late placement of the notice, nominations at the San Jose Airport American Ramp Services worksite will be extended to January 21, 2021.

Shift’s goal is to reduce the use of single-occupancy vehicle commuting and expand options for employees in getting to their workplace – reducing commute stress, encouraging healthier habits and new connections among employees, and minimizing the County’s contribution to congestion and greenhouse gas emissions.

Shift does this by providing cash subsidies to San Mateo County employees who telework, or who commute by public transit, vanpool, carpool, bicycle or by walking, as well as by providing resources for an Emergency Ride Home program, carpool-only parking facilities, and bike lockers.
